The two benefits, and why the split matters
Veterans often assume there’s one VA payment for “a wheelchair van.” There are two, and they stack. The automobile allowance ($27,074.99 in FY2026, adjusted each October) goes toward the vehicle itself, once in a lifetime. The AAE program pays for what makes the vehicle usable — the lowered floor conversion, ramp or lift, hand controls, power seat bases, and installation. On a $75,000 accessible minivan, the two benefits together can cover a substantial share of the price.
Who qualifies
Eligibility for the automobile allowance requires a qualifying service-connected condition — such as loss or permanent loss of use of a foot or hand, or certain vision impairments. AAE has broader eligibility, including veterans with service-connected ankylosis of the knees or hips. The VA makes the determination; if you’re not sure where you fall, apply — the worst answer is a no you already have.
How to apply
Both benefits use one form: VA Form 21-4502, Application for Automobile or Other Conveyance and Adaptive Equipment. Apply before you buy — the VA pays the seller directly for the allowance portion. A mobility dealer that handles VA purchases can walk the paperwork with you and quote the vehicle and equipment in the format the VA expects.
