Your Victory flashed a code. Here is what it wants.
The owner’s manual for the Pride Victory scooter range, hosted here as a free download. The status light on the tiller flashes a numbered code when something is wrong — the chart below turns that number into a plain answer, and two of the nine are things you can fix in the driveway.

What the flashing code means
First, count the flashes on the status light. The scooter will not run again until you fix the underlying condition and you have switched it off and back on — clearing the fault alone is not enough, which is why people think a fix has not worked when it has.

Code 5 is the one that catches everybody
Five flashes means the manual freewheel lever is still pushed forward. That lever disengages the drive so you can push the scooter by hand — loading it into a vehicle, moving it in a shop — and it is very easy to leave it there.
Pull the key out first, push the lever back to the rear drive position, then restart. The order matters: the scooter checks the lever at start-up, so putting it back with the key still on will not clear the code.
If the scooter seems completely dead, before anything else: check the key is fully in and turned on, and check the batteries are actually charged. A flat battery pack produces no code at all, because there is nothing left to flash the light with — which reads exactly like a dead controller.
Codes 7, 8 and 9 mean stop
These three point at the speed potentiometer, the motor voltage and the controller’s own internals. There is no owner-level fix for any of them, and repeatedly power-cycling gains you nothing. Note which code it is, then get it looked at — knowing the number before a technician arrives usually shortens the visit.
Getting the range Pride quotes
However, the 15.5 mile figure is a best-case number from a full charge on flat ground with a lighter rider. Hills, soft ground, cold weather, tyre pressure and rider weight all take a bite out of it. If your real-world range has dropped noticeably over a few months and the terrain has not changed, that is usually the batteries ageing rather than a fault — and it is a much cheaper conversation than a controller.
