Two manuals cover the AXIS 40. Your serial number decides which one is yours.
Trackchair split the AXIS 40 manual in two when the controller changed mid-production, so downloading the wrong one gets you a joystick section that does not match your chair. Both are below, free, hosted here so the links keep working.

Which Trackchair AXIS 40 manual do I need?
First, find the serial number on the chair — the Trackchair AXIS 40 manual marks it as item 22 on its page 5 overview diagram, on the front of the machine. Then match it below, since the serial decides everything.

Note that both manuals cover the AXIS 30 and the AXIS 40 together — because Action Trackchair never published a separate AXIS 40 manual. However, if you have an older NR, NT, ST, STS or TR instead, that is the legacy models manual.
Why won’t it drive while it is plugged in?
That is deliberate, not a fault. Specifically, the chair has an inhibit function, so it refuses to drive while the batteries charge, and the hand control shows a flashing red joystick icon while that is active. So simply unplug it and the chair drives normally.
Batteries and charging
A full charge lasts up to four hours, although battery condition, temperature, terrain and rider weight all shorten it. Also, the chair carries its charger internally and plugs straight into a wall outlet, so you can safely leave it on charge for an extended period.

The batteries have finished charging once both green LEDs turn solid.
Flashing LEDs are error codes, not progress

Equalization, once a month
The system runs an equalization stage every 30 days while it stays plugged in. If you normally unplug the charger once a charge completes, you can trigger equalization by plugging back into AC whenever you want that stage. Battery manufacturers recommend it monthly to reduce sulfation on the lead plates and extend battery life. It does not apply to a gel profile.
If you have lithium batteries, ignore the joystick battery meter. The 10-square gauge on the R-NET CJSM2 screen only estimates and, in Trackchair’s own words, does not work with lithium. Instead, for a real reading, use the LEDs on the Dual Pro charging bank under the rear utility rack.
Can I take a track chair into a federally designated wilderness area?
Yes — the Trackchair AXIS 40 manual devotes a full page to the law behind it. Under ADA Title V Section 508(c), Congress reaffirmed that nothing in the Wilderness Act prohibits wheelchair use in a wilderness area by someone whose disability requires it. The definition that matters is a device designed solely for use by a mobility impaired person for locomotion, that is suitable for use in an indoor pedestrian area.
A mobility device meeting both halves of that definition — battery powered or not — may go anywhere foot travel is allowed, including federally designated wilderness. The same definition carries through 36 CFR 212.1, which excludes such devices from “motor vehicle” across the whole National Forest System, and Forest Service Manual 2353.05.
